Create action set
On layer 1: Filter > Blur > Surface Blur
layer 2 : Guassian Blur : 25
Layer 3: Layer Mode = Vivid Light, Filter > Other > High Pass … = 5 - 9
 Layer 4: Layer Mode = Soft Light, Filter > Other > High Pass … = 3-5 > Guassian Blur : 50
 Group all layers > Create mask on group layer > Ctrl + i
Stop Action record

 On Group with mask > Select a brush with white BG and paint on photo
